What does the Zhengzhou BRT station store mean for specialty coffee culture?

Zhengzhou Bus Group has partnered with Mixue Ice Cream & Tea to open a drinks store inside a bus rapid transit station, with the first pilot on the west side of Huayuan Road and Nongye Road. The plan covers 10 station stores positioned as an extension of bus services, letting passengers buy drinks while waiting and use ride records for discounts.

The construction has drawn questions: the Jinshui District enforcement bureau says it lacks a construction land planning permit and posted an enforcement notice that no one signed for, and netizens say the store occupies the sidewalk and tactile paving. Zhengzhou Bus replied that the passage is wide enough and promised dynamic adjustments. The case adds to discussion of commercial development in public spaces.

Zhengzhou Bus Group has teamed up with Mixue Ice Cream & Tea to open a store inside a bus rapid transit station, with the first pilot located on the west side of the intersection of Huayuan Road and Nongye Road. This attempt is seen as an extension of bus services, allowing passengers to buy drinks while waiting for their bus and even enjoy discounts with their ride records. However, the store's construction has been accused of lacking a construction land planning permit, and the Jinshui District Urban Comprehensive Law Enforcement Bureau posted a notice to deliver enforcement documents, with no one signing for them, leaving the procedure at a deadlock. Meanwhile, netizens have questioned that the store occupies the sidewalk and tactile paving, potentially affecting passage. Zhengzhou Bus responded that the station passage is wide enough and promised dynamic adjustments. The incident has sparked discussion on the boundaries of commercial development in public spaces and provided a new case for cross-industry cooperation in the coffee and tea beverage industry.

Recently, several media outlets including Dahe Daily reported that a bus rapid transit (BRT) station with extremely high passenger flow in Zhengzhou, Henan Province, is about to welcome a new Mixue Ice Cream & Tea store.

It is reported that the store is jointly built by Zhengzhou Bus and Mixue Ice Cream & Tea, and is the first BRT station store to be implemented under their cooperation, located on the west side of the intersection of Huayuan Road and Nongye Road in Zhengzhou. From on-site photos taken by the media, the store has already taken shape, divided into two floors above ground, using the brand's signature red and white color scheme, with the logo and store name hung at the top of the second floor, recognizable at a glance from a distance.

According to news reports, Zhengzhou Bus and Mixue Ice Cream & Tea plan to launch a total of 10 station stores, with the core positioning of "extension and supplement of bus services" rather than a mere commercial outlet. After the stores are put into operation, passengers can purchase drinks while waiting for their bus, and Zhengzhou Bus will also simultaneously optimize station service facilities. In addition, Zhengzhou Bus plans to launch exclusive bus travel discounts, such as enjoying drink discounts with ride records, to encourage more citizens to choose bus travel.

However, during the advancement of the cooperation between the two parties, procedural flaws emerged regarding land use planning permits. According to Dahe Cailifang, when a reporter visited the decoration site of the Huayuan Road store, a notice stamped by the "Zhengzhou Jinshui District Urban Comprehensive Law Enforcement Bureau" was found posted on the store's exterior wall. From the image provided by the district urban comprehensive law enforcement bureau, the notice should have been posted on October 22.

A responsible person from the district urban comprehensive law enforcement bureau told the reporter that according to current regulations, for the construction of buildings and structures in the city, the construction unit must obtain approval from the Zhengzhou Natural Resources and Planning Bureau and obtain a construction land planning permit before it can apply for land use procedures in accordance with the law.

"During the enforcement process, Zhengzhou Bus Group was unable to provide documents such as the construction land planning permit," the responsible person said. Posting a notice is a form of substituted service. "We contacted Zhengzhou Bus Group, the construction unit, and others to learn about the situation, but no one came forward to sign, so we could only post a notice first and serve it by public announcement."

In addition, many netizens pointed out that the construction of the station store occupies the sidewalk and tactile paving to a certain extent, which may cause inconvenience to citizens' travel. Some also worried that with the store located at a busy transportation hub, if it attracts netizens to visit and take photos after opening, it may affect the surrounding order.

In response, the responsible person of Zhengzhou Bus Group said that the stations selected for the stores are all central island platforms, the entire passage width is no less than 8 meters, the store width is about 3 meters, leaving about 5 meters of space, which can maintain normal entry and exit through the station passage. At the same time, they will continue to pay attention to specific business formats and other conditions and make timely adjustments.
