What the Seesaw Consumption Restriction Order Means for China's Coffee Industry
Seesaw founder Wu Xiaomei has been placed under a court consumption restriction order. On October 29, the Fengxian District People's Court in Shanghai issued the order against Seesaw's parent company, Shanghai Xishe E-Commerce Co., Ltd., over a service contract dispute after the company failed to meet payment obligations on schedule. The order bars Wu Xiaomei, as legal representative, from high consumption and spending beyond what daily life and work require.
Seesaw opened its first store in 2012 and announced several hundred million yuan in A++ round financing in 2022, once ranking alongside Manner and Mstand in the specialty coffee scene. Store closures began drawing notice from the end of 2023, and legal disputes have continued as the store count shrank, raising questions about how the brand lost its distinctiveness in a crowded market.
Seesaw, once hailed as the "Whampoa Military Academy" of China's specialty coffee scene, has drawn attention once again after its founder Wu Xiaomei was subject to consumption restriction measures by a court. On October 29, the Fengxian District People's Court of Shanghai issued a high-consumption restriction order to Seesaw's parent company, involving a service contract dispute. Starting from the end of 2023, news of Seesaw store closures began to emerge one after another. Although the founder responded that it was merely store adjustments, the wave of closures did not stop. At the same time, legal disputes continued, and the number of stores shrank significantly. Seesaw, once as well-known as Manner and Mstand, why has it gradually lost its brand distinctiveness amid industry competition? According to multiple media outlets including Jiemian News, Wu Xiaomei, founder of the coffee chain brand Seesaw, has recently been subject to consumption restriction measures by a court.
Information from the Tianyancha platform shows that on October 29, the Fengxian District People's Court of Shanghai issued a consumption restriction order against Seesaw's parent company, Shanghai Xishe E-Commerce Co., Ltd.
The relevant announcement revealed that the court filed and enforced the case on October 16 regarding a service contract dispute brought by the applicant, Youren Information Technology (Shanghai) Co., Ltd. Because Shanghai Xishe failed to fulfill its payment obligations on schedule, the court imposed consumption restriction measures on the company, including prohibiting its legal representative Wu Xiaomei from engaging in high consumption and consumption behaviors not necessary for life and work.
According to an earlier report by Jiemian News, Seesaw was a representative brand among China's earliest specialty coffee companies, opening its first store in 2012 and announcing the completion of several hundred million yuan in A++ round financing in 2022. Starting in mid-December 2023, rumors began circulating in the market that Seesaw was gradually closing stores. In January of this year, Wu Xiaomei responded to Jiemian News, saying this was store adjustment and that the company would continue opening stores in the future.
But afterward, Seesaw's store closure trend did not stop because of the founder's statement. On social platforms, netizens from various places occasionally reported that Seesaw stores in some first-tier cities had quietly ceased operation.
During this period, Seesaw announced it would open up cooperative franchising and, starting in April this year, opened the brand's first stores in Xuzhou, Guiyang, Luoyang, and other places. As of November 6, data from Jihai Brand Monitoring shows that Seesaw currently still has 76 stores in operation.
On the other hand, legal disputes also followed one after another. In mid-September, Coffee Workshop reported that Seesaw had been involved in multiple legal cases, including disputes over sales contracts, housing lease contracts, and service contracts, and former employees also revealed labor arbitration with Seesaw.

Signs such as the sharp contraction of stores and continuous lawsuits have made many users worried about Seesaw's prospects, and many people said outright that they were not optimistic about the brand's future development. Therefore, when news came out that the founder was subject to high-consumption restrictions, netizens following Seesaw were not surprised and said it had been expected.
Once upon a time, Seesaw was called the "Whampoa Military Academy" of domestic specialty coffee and was listed alongside brands such as Manner and Mstand as a representative of specialty coffee. It was not only deeply loved by coffee enthusiasts, but also once attracted the attention of many investors, obtaining hundreds of millions in financing, leading outsiders to speculate that it would rise rapidly and become a leader in the specialty coffee field.
However, the actual development was beyond fans' expectations. Seesaw neither expanded stores as quickly as Manner nor carved out a unique path based on its own advantages like Mstand. Instead, amid fierce industry competition, it gradually lost its brand distinctiveness, its target customer base drifted away, store business declined day by day, and its visibility continued to fall.
Fans who witnessed the brand's decline from prosperity cannot help but feel regret when facing today's Seesaw, and they also cannot help but lament: that delicious cup of coffee that once fascinated them may now be hard to taste again in Seesaw's existing stores.
