Why the Starbucks Korea Giveaway Bag Recall Matters to Coffee Drinkers

Starbucks Korea suspended a summer giveaway and publicly apologized after a travel tote in the promotion tested positive for formaldehyde. Consumers had complained the Summer Carry Bag gave off a fishy, squid-like odor. The company offered refunds plus a beverage voucher to customers who already redeemed the bag, pulled the reward from the campaign, and said it would tighten safety checks on future merchandise.

The issue surfaced on July 22 when an anonymous testing-agency employee posted on social media that the tote contained formaldehyde; the institute later said the post was not its official position. Starbucks Korea had already sent samples to the Korea National Institute of Technology and Standards, which said it would recall the product and issue consumer safety guidance if testing confirmed a problem.

Starbucks Korea recently issued a public apology after a summer promotional giveaway was found to contain formaldehyde. The incident began when an employee of an anonymous testing agency posted on social media claiming that the Summer Carry Bag travel tote contained formaldehyde; consumers had previously reported that the bag gave off a fishy odor resembling squid. Starbucks Korea immediately suspended the giveaway and sent the product for testing, ultimately confirming that formaldehyde was indeed present. The company announced that customers who had already redeemed the product could return it and receive a beverage voucher as compensation, while also removing the promotional reward and pledging to strengthen safety verification procedures for future merchandise.

According to a report cited by Yonhap News on July 22, an anonymous user claiming to be an employee of the FITI Testing & Research Institute (a comprehensive inspection agency for the apparel industry, consumer goods, environment, biology and other fields) posted on social media that they had detected formaldehyde while testing the Summer Carry Bag travel tote, a summer promotional giveaway from Starbucks Korea.

After Starbucks launched the related promotion in May this year, consumers had already anonymously complained on social media about a fishy odor resembling squid on the travel tote. The institute then tested the product and found formaldehyde. It also stated that the post did not represent the institute's official position.

The post subsequently sparked widespread discussion online. A relevant person in charge at Starbucks Korea said that upon learning of the issue, they immediately stopped giving away the product and sent product samples to the Korea National Institute of Technology and Standards for formaldehyde testing, with results to be released within a week. Starbucks Korea apologized for the incident on July 22, saying follow-up handling would be determined after testing was completed.

The Korea National Institute of Technology and Standards said that if problems such as formaldehyde content are found in the product during the investigation, it will immediately recall the product and, together with the Korea Consumer Association, take measures such as issuing consumer safety usage guidelines.

On the same day, Starbucks Korea also announced via its app that customers who had already redeemed the product could return it at any store and receive one free beverage voucher. Customers who wished to redeem the product between July 23 and August 31 could go to any store to exchange it for three free beverage vouchers.

Until yesterday (July 28), Starbucks Korea posted a public apology on its official website, stating that because the product had not undergone safety testing before the promotion, formaldehyde was indeed present in the product involved in this incident. The statement said that the manufacturer had indicated at the time of delivery that the product contained formaldehyde, but the person in charge failed to recognize this during acceptance inspection. They were also aware that the tote gave off an odor but did not realize it was the smell of formaldehyde, and displayed it publicly in stores.

The statement also mentioned that after the anonymous user's post, the company immediately commissioned three nationally accredited testing agencies in Korea to conduct cross-verification, ultimately confirming that formaldehyde was present on the tote, and released the test report results: for unopened totes, the average formaldehyde detection level on the outer layer was 459 mg/kg and on the inner layer was 244 mg/kg; for totes opened for two months, the average detection level on the outer layer was 271 mg/kg and on the inner layer was 22 mg/kg.

The test results went on to note that under Korea's Electrical Appliances and Household Goods Safety Management Act, the formaldehyde standard for home textiles is 75 mg/kg or less for underwear and heavy clothing, and 300 mg/kg or less for outerwear and bedding. Because the tote in question was classified together with bags, cushions, pillows and curtains—items not worn directly and not subject to hazardous substance safety standards—as "other products," there was no applicable standard.

Starbucks also said that due to the impact of the incident, the promotion launched in May in which customers could receive a tote after buying 17 drinks would be taken down and replaced with a new product reward; consumers could also choose a Starbucks reward card worth 30,000 won. Regarding the incident, the apology statement said the company would strengthen safety verification procedures for future merchandise to prevent similar problems from recurring.
